PhD Technology Leader to Head Global AI at billups
NEW YORK – March 19, 2026 – billups, the world’s largest independent Out-of-Home (OOH) agency, today announced the promotion of Chen Chen as Head of AI. This strategic elevation underscores billups’ continued investment in artificial intelligence, data science, and proprietary technology innovation across its global operations.
Chen, based in Portland, Oregon, brings more than seven years of experience at billups spanning data science and advanced analytics leadership. She joined the company in 2018 as a Data Scientist and progressed through roles as Staff Scientist and, most recently, Science Director. Throughout her tenure, Chen has been instrumental in developing and scaling AI-powered capabilities that enhance planning precision, optimize media performance, and strengthen measurement and attribution solutions across markets.
Chen earned her PhD in Geophysics and Seismology from Purdue University, where she developed her expertise in computational modeling and large-scale data analysis. Following her doctoral work, she worked as a Research Scientist at the University of New Hampshire, further refining her approach to complex systems through the development of 3D numerical models. Her scientific foundation in modeling dynamic systems and extracting signal from complexity now underpins her leadership in applied AI and machine learning at billups.
In her new role, Chen will lead billups’ global AI strategy, focusing on expanding proprietary AI-powered technologies, advancing predictive analytics frameworks, and integrating intelligent automation across planning, activation, and reporting functions.
